At LEMARC, our Strategic Services Group includes our Operations, Research, and Communications Teams. The Group works with community leaders, elected officials, and the media to build the framework for a collaborative and cooperative response to critical incidents while ensuring that the goals of each stakeholder are represented. 

During a Critical Incident, the Group serves as our Stakeholder Coordinator. The Group ensures that all stakeholders have the information they need to report back to their organizations while also ensuring that the focus of the Stakeholders is on the peaceful resolution of important matters. The Group provides information from the Stakeholders to Dean to relay to Law Enforcement to ensure that the community is being heard.  Specifically, the Group’s role is to ensure that internal and external messaging is coordinated during a critical incident in a manner that prevents additional public safety challenges while maintaining a fair and transparent investigation.  

Crisis Management is the process of preparing for, mitigating, and responding to and recovering from a crisis situation. It requires (1) an organized plan and (2) an understanding of the human response to stress. Crisis Management is a dynamic process that begins before the critical event and extends beyond the conclusion. At Morgan Strategic, our Legal and Risk Management teams prepare for the crisis by developing policies and procedures that can be used to prevent crisis situations. Nonetheless, we know that there is no “perfect plan” and a critical incident can occur at any time.  

A Critical Incident is broadly defined as an unanticipated event that negative affects the company for which the company is generally not equipped to handle effectively through its own resources. 

Generally, Critical Incidents fall into three broad categories:

• Incident: An incident that impacts the physical safety and security of the staff or the financial security of the company that must be resolved in a manner that precludes future risk or liability. Examples include:
• Emergency:  We need to urgently response to this incident to ensure that it is resolved quickly and efficiently. Examples Include:
• A Crisis: The entire company is on the line.

Regardless of severity, when a critical incident occurs, we respond immediately with the proper people and services to resolve the issue quickly and efficiently.

Our Research Team is staffed by an incredibly talented group of students pursuing degrees in law, criminal justice, and political science. They provide research about practical and legal concerns that impact the public trust in law enforcement. For example, they monitor recent cases involving §1983 litigation, qualified immunity, search & seizure, as well as ongoing litigation regarding the use of force.  The Research Team also collects information about recent trends in collective bargaining as and police oversight groups throughout the nation
